OVERVIEW

The Contracting with the Federal Government certificate program is offered through a unique partnership between George Mason University and Deltek, Inc. - a leading provider of software, solutions and training to government contractors.

Content is focused on current trends, including the current regulatory environment, as well as proposed changes to the FAR and CAS. These highly participatory courses all qualify for CEUs and CPEs, and may lead to a George Mason University certificate award and include extensive course material, examples, and resource material. No advance preparation or prerequisites are required. However, those with little contracting experience are encouraged to attend "World of Government Contracting" first.

This unique learning opportunity is designed with many options. Courses are scheduled throughout the year and can be taken alone or completed as a series to earn a George Mason University Certificate of Completion. In addition, through contractual arrangements, the program can be scheduled at your site, at your convenience.     Experienced professionals who are new or nearly new to government contracting or professionals in need of a refresher.

    CERTIFICATE COMPLETION REQUIREMENTS

    To receive a Certificate of Completion, participants must complete all (five) two-day courses.

    INSTRUCTORS

    Courses are taught in an academic setting by government contracting professionals.

    Instructors from the following list will lead the classes:

    John Blair has over 25 years experience in government contracting. He has worked with a wide array of clients including the U.S. government, state and municipal governments, and special entities such as the Delaware and Susquehanna River Planning Commission. For the past 14 years he has been an employee of Deltek, Inc., where he has served as a senior consultant overseeing implementations for Costpoint and Vision products. He is currently a senior instructor at Deltek.

    Prior to joining Deltek, Blair worked as a CFO and controller for a local 8A company, controller for the American subsidiary of a major European small arms manufacturer, and a cost analyst for a defense contractor. In these positions he has was responsible for implementing and maintaining the integrity of the accounting systems, contract negotiation, and the preparation of incurred submissions and Disclosure Statements.

    Marjorie Chiles has been in government contracting for 13 years. Her background knowledge in government contracting covers timekeeping compliance, accounts payable compliance, DCAA audit liaison, and FAR; CAS regulations. Since 1995 Chiles has been involved in bringing three cost accounting systems online and three electronic Time Collection Systems online to manage over 4000 employees. As a DCAA liaison, Chiles works directly with government auditors to manage all audits across three business segments for a major government contractor in the northern Virginia area.

    Ron Crowe has been working in the world of government contracting for 25 years. He was a division controller for a large defense contractor for 10 years, then worked for 10 years as a general system consultant for Deltek Systems Inc., specializing in assisting government contractor clients. Crowe was one of the developers of the original training manuals and materials used in George Mason’s Contracting with the Federal Government certificate series. Teaching the program since its inception seven years ago, Crowe is a certified technical trainer. He also led a Government Contracting Solutions group at Deltek. Crowe has recently been working as a consultant to government contractors on compliance issues and Sarbanes-Oxley matters.

    Jack Fisher has more than 35 years of experience in the world of government contracting. He has ten years of service with the Defense Contract Audit Agency providing a base for his career, which ranges from time spent as the national contract manager of a Big-4 public accounting firm, to service as the SME for federal government matters with an international telephone company, to his current role as senior manager of regulatory compliance matters for a global communications firm. In addition Fisher has been a controller for a medium-sized manufacturing organization, an independent consultant in government regulatory matters, and has lectured on numerous topics related to government contracting. Fisher was a member of the Deltek team that developed the Contracting with the Federal Government courses for George Mason University - OCPE. Fisher has a degree in accounting from the University of Maryland, College Park, MD, graduate work at Frostburg University, and is a certified technical trainer.

    CPE INFORMATION

    George Mason University, Office of Continuing Professional Education is registered with the National Association of State Boards of Accountancy (NASBA), as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit.
