COURSE DESCRIPTION
This course covers the government procurement cycle, including the provisions of the Truth in Negotiations Act, and contractor responsibilities for compliance. Pre award audits, BAFO's and award protests will be discussed. Applicability of the False Claims Act will be covered including exercises, examples, and case studies.

This two-day course is offered through the unique partnership between Deltek. Inc., and George Mason University. No prerequisite or advanced preparation is required, although we suggest taking the World of Government Contracting first in the series. Courses are scheduled throughout the year and can be taken individually or as part of the Contracting with the Federal Government Certificate Program to earn a George Mason University Certificate of Completion. In addition, this program can be scheduled for group training at your site, at your convenience, through contractual arrangements. COURSE OBJECTIVES
- To understand the Congressional appropriations process and learn how to make that process work for you, and who can help promote you interests
- Explain the FAR requirements for acquisition planning, including: publicity, competition, qualifications, conflicts of interest, and teaming arrangements
- Describe the government's procurement options
- Discuss the implications of laws associated with activities in the federal government contracting arena
- Detail the guidelines utilized in negotiating GSA Schedule contracts
- To understand the bid/no bid process from a contractor prospective, and discuss strategies for successfully pursuing business opportunities
- Describe roles in the source selection, contract award and protest processes by both government and contractor personnel
- Define contract deliverables
- Identify various types of invoices and the procedures inherent in the billing processes
- Outline the contract close-out process from both sides, contractor and government
- Discover the rights and responsibilities for government and contractor personnel during contract performance
- Describe the payment systems used by the government, and alternate steps if the government does not pay
- List the types of audits to be performed by government auditors during your contract period of performance
