COURSE DESCRIPTION
This two-day course provides an overview that introduces the participants to the characteristics of the government contract environment. This course provides information on the essentials of government contracting, a description of its unique characteristics and terminology of government contracting, as well as the various roles of government personnel. Participants will learn about case treatment concepts, the theory of indirect rates, how to read the FAR and CAS, major regulatory compliance requirements, and the audits that arise out of them. Additionally, this course provides the participants with an overview of the procurement cycle, how to read a government contract, and an overview of the current regulatory environment. This course sets the agenda for the rest of the four courses in the Contracting with the Federal Government Certificate program.

This two-day course is offered through the unique partnership between Deltek, Inc., and George Mason University.
No prerequisite or advanced preparation is required, although we suggest taking the Government Contracting Fundamentals first in the series. This course can be taken alone or taken as part of the Contracting with the Federal Government Certificate Program.
This unique learning opportunity is designed with many options. Courses are scheduled throughout the year and can be taken alone or completed as a series to earn a George Mason University Certificate of Completion. In addition, this program can be scheduled for group training at your site, at your convenience, through contractual arrangements. COURSE OBJECTIVES
- Be able to define and discuss the government's legal environment
- Describe the appropriations cycle from Congress to contractor, while meeting the government's procurement goals
- Be able to discuss accounting systems requirements for contractors
- Understand the differences between laws and regulations, and list those that affect the federal procurement environment
- Become familiar with the major components of the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS), and other, supplemental research materials
- Identify multiple types of compliance requirements, reviews, and the associated penalties for non-compliance
- Explore various procurement types, and discuss the processes affiliated with each. For example: micro purchases, small purchases, simplified acquisition thresholds, competitive, set-aside, and sole-source procurements
- Recognize the components of a typical government contract, and discuss the use and applicability of specific contract clauses
