Course Description

Federal HR specialists have always been expected to provide advisory services to management, but in today's rapidly changing environment these skills have become more important than ever before. Outsourcing, downsizing, shared service arrangements, etc., have all combined to create a very different and demanding environment for Federal HR organizations, one that places a premium on helping agency management find creative solutions to human resource challenges. The President's Management Agenda (PMA) and government-wide initiatives in human capital management and workforce planning have likewise created new demands on Federal HR staffs to play a higher level, more strategic role within their organizations.

The goal of this workshop is to provide participants with a basic introduction to the art and science of consulting, and specifically to the roles and responsibilities of internal consultants to agency management. The session will highlight differences between the traditional HR specialist function and the consulting role; provide advice and guidance on making the transition from the former to the latter; and suggest ways to navigate the often tricky path between responding to management's needs and priorities while maintaining compliance with law, regulation, and merit principles.

  • The instructor for this one-day session has served as both a personnel specialist in government and as a consultant to numerous Federal departments and agencies, with more than 20 years of combined experience in these roles. Drawing on this extensive personal background and knowledge base, he will share with participants key insights and lessons learned that can help Federal HR specialists 'step up' to these emerging expectations and opportunities.

    Instructor

    Fred Mills

    Fred Mills has more than 20 years of professional experience in public sector human resources management and organizational analysis, including seven years as a Federal employee and 16 years as a consultant. He has extensive experience and expertise in workforce planning, management and workload analysis, compensation and pay, performance management, job evaluation, training design and delivery, employee development, staffing and selection, and policy and program development. Mr. Mills has additional skills in project planning and management, as well as formal training and extensive experience in group facilitation and group process methodology. He is currently an independent management consultant and was previously a partner in a small professional services firm serving Federal sector clients. Prior to becoming a consultant Mr. Mills held staff positions in human resources with the Library of Congress and the Central Intelligence Agency. He is a Certified Compensation Professional (CCP) and earned a B.A. from Vanderbilt University and an M.P.A. (public administration) from the Maxwell School of Syracuse University. He is also a member of World at Work (formerly American Compensation Association), and the International Public Management Association - HR, Federal Section.
