COURSE DESCRIPTION
In this topical overview of modeling and simulation (M&S) use in Department of Defense (DoD) Acquisition, you will learn how DoD employs M&S in support of the acquisition process and system lifecycle sustainment. The course traces the roots of M&S; it focuses on M&S terms, concepts, applications, and information resources, preparing attendees for positions that require conversancy in these topics. Students will gain familiarity with major M&S concepts, policies, organizations, programs, activities, and issues within the Department of Defense. Topics such as Simulation Management, Simulation Based Acquisition (SBA) and Verification, Validation, and Accreditation of models and simulations will be addressed at an application level so that students will have a greater appreciation of these key topics and an ability to apply these concepts to their programs.
Students will examine via case study the successes of past systems and how these concepts can be applied to current and future systems. Students will learn some of the major techniques for conducting VV&A, roles and responsibilities, and the documentation requirements for VV&A. Questions such as, “who is the Accreditation Authority,” “what is the role of the V&V agent,” and “how much effort should be dedicated to the different elements of VV&A,” will be answered. The planning process and necessary documentation will be addressed, as well as regulations, guidelines, and other sources of additional information on VV&A.

Anyone involved with the Acquisition, M&S, or Test and Evaluation communities who desires to have a better understanding of the integration and complementary effects of these three communities.
Jim Campbell is the director of modeling and simulation educational services for Alion Science and Technology. In addition to his association with George Mason University, Mr. Campbell has 28 years of management and leadership experience in the area of technology application. He has taught more than 100 courses nationally and internationally to academic, government, and industry students on multiple applications of modeling and simulation technology. He has taught to academic audiences at numerous universities and at DoD academic institutions such as the Industrial College of the Armed Forces and the Defense Acquisition University. He has presented to industry customers in California, Maine, Texas, and Virginia. He has been recognized for course development across a wide range of M&S applications and for diverse course work. He has developed and taught courses from the Army’s six week Functional Area 57, Simulation Operations, Qualification Course to short workshops such as the Program Executive Officer’s M&S Leadership Course, M&S for Test and Evaluation, and the Training M&S Workshop.
He was a planner for computer assisted exercises for Army, Joint, and NATO level exercises and he served as the subject matter expert for the Army Modeling and Simulation Office’s development of a computer based learning special skill identifier course on the integration of M&S into training for operations officers. His experience includes service in the U.S. Army Operational Test and Evaluation Command, highlighted by the test and evaluation of the premier training simulation instrumentation program, Multiple Integrated Laser Engagement System (MILES) 2000, and simulation test integration for the Land Warrior program. He has acted as a consultant on an Advanced Concept and Technology Demonstration for the Joint Personnel Recovery Agency and on training assessments for the Defense Threat Reduction Agency.
Campbell is a graduate of the United States Military Academy and has an MA in national security and strategic studies from the Naval War College in Newport, RI.
